can you find out if the wheels will fit my 99 windstar? i know the bolt pattern is right but what about offset and size?

Yes and no.

You can run 40 series tires on 20s and they will fit in your wheel wells. But they're staggered widths, so the rears will probably stick out past your wheel wells, and the fronts may be too wide to get a full turning circle.

But if you can tell me how far the distance is from your rear hub to the wheel well (body line) I can tell you how far they will stick out (if any.)
