How to put picture on profile?

I cant seem to figure out how to put a picture on the profile so people can see it? can anyone tell me how to do it I know how to put it on threads but not as a profile picture

1) on top bar USER CP
2) edit profile pic on left hand side
3) either link to a website picture or browse one from your computer

or do you want the avatar that shows under your ID when you post
1) USER CP
2) edit avatar on side bar
3) click use custom avatar
4) either link to a website picture or browse one from your computer
