What will cause RCA outputs to go out?

Cause it's a Pioneer. They are known for it. Google it and you will see.
Your headunit is salvageable. It needs to be repaired, not replaced. And not by Pioneer, because it will just do it again.

Ground the RCA jacket at the head unit and ground the RCA jacket at the amp and it should solve the problem.
